The Durban University of Technology (DUT) has registered 15,500 students so far for 2011, it says.
"... Our enrolment plan for 2011 is in the region of 22,500. We are confident that this will be achieved," DUT vice chancellor and principal Professor Ahmed Bawa said in a statement.
On Friday, Bawa said students had complained about accommodation, outstanding fees and financial aid.
He said the financial aid shortfall was approximately R55 million.
Bawa said students were demanding financial aid of the BTech qualification, but that this was not allowed.
Students with financial aid had demanded that their meal allowances be increased from R2500 to R3500 a semester and that book allowances be increased from R1000 to R2000.
Management was in discussion with the student representative council to find solutions.
"We have agreed on just about everything that has been raised by the SRC. There is still the issue of financial aid for BTech students, which hinges on a policy by [the] National Student Financial Aid Scheme," said Bawa.
He said the university would issue a statement when there were further developments.
